CLINTON M. BOWERS is a member of the Shreveport law firm of Bowers Law Firm, LLC, having joined the practice in 2009. He attended Louisiana State University in Shreveport, earning a Bachelor of Science in Psychology, cum laude, in 2005. He attended the Paul M. Hebert Law Center at Louisiana State University. From 2007 to 2009, he served as Research Assistant to Professor Frank L. Maraist at the LSU Law Center. Dr. Amy Cavanaugh is a licensed clinical and medical psychologist serving the Acadiana area since 2005. Dr. Cavanaugh earned a Bachelor of Science Degree in Clinical Psychology from Louisiana State University in Shreveport, a Master of Science Degree in Psychology from the University of Louisiana at Lafayette, and a Doctor of Philosophy Degree in Clinical Psychology from the University of Arkansas. Dr. Cavanaugh completed internship and post-doctoral fellowship training at Tulane University Health Science Center with a specialty in infant mental health and pediatric psychology. In 2011, Dr. Cavanaugh earned a post-doctoral Masters of Science Degree in clinical psychopharmacology from Alliant International University. Dr. Cavanaugh provides psychological assessment, psychotherapy, and medication management services to individuals and families, including children, adolescents, and adults. Dr. Cavanaugh also consults with hospitals and the family courts in several parishes, including offering court-appointed child therapy and mental health evaluations for the purpose of custody and visitation since 2006. She is also a frequent contributor to local media on mental health topics.

Gregory S. Marsiglia is a Member in the New Orleans firm, Lowe Stein, LLC. His consults with the firm’s family lawyers on issues relating to business and property issues. His practice includes general commercial litigation, real estate transactions, construction, administration and litigation of successions, trusts, and estate, and corporate transactions. Judge David A. Blanchet
15th Judicial District Court, Division H
Judge David A. Blanchet is a native of Lafayette, Louisiana. He was elected District Judge of the Fifteenth Judicial District Court, Division “H”, in 2002 and took the bench on January 1, 2003. He is one of two Family Court judges in the Lafayette Parish and one of three Family Court Judges in Acadia and Vermilion Parishes. Prior to his election, he engaged in general trial practice focusing on family law. Judge Blanchet was recognized by the Louisiana Bar Association as a “Board Certified Family Law Specialist” in 1995 and actively maintained that designation until his election. Judge Blanchet remains on “inactive senior status” as a specialist in the field of family law.

Judge Blanchet graduated with distinction in 1976 from the University of Southwestern Louisiana, now the University of Louisiana at Lafayette, receiving a degree in Political Science. Judge Blanchet received his Juris Doctorate degree in 1980 from the Louisiana State University Paul M. Hebert Law Center. During his studies at the LSU Law Center, he was a Robert Lee Tullis Moot Court Competition Finalist, was a member of the Moot Court Board and served as President of Delta Theta Phi legal fraternity.

Judge Blanchet is a member of the Louisiana State Bar Association where he served as a member of the Board of Directors of the Family Law Section, as well as a member of the Family Law Advisory Commission. Judge Blanchet is also a member of the Lafayette Parish Bar Association, where he served as a member of the Board of Directors, President and Vice President of the Paula K. Woodruff Family Law Section. Judge Blanchet served on the Supreme Court’s Rules subcommittee developing uniform rules for family courts and on the District Court Rules committee.

Judge Charles G. Fitzgerald

Judge Charles G. Fitzgerald earned a Bachelor of Science degree in Microbiology from Louisiana State University in 1997. Thereafter, he attended the Paul M. Hebert Law Center, Louisiana State University, from which he graduated with a Juris Doctorate degree in 2001. While in law school, he was selected to the Order of the Coif, and he was also a member of the Louisiana Law Review.
After graduating from law school, Judge Fitzgerald was a founding member of the law firm Cox Fitzgerald LLC, where his practice focused in the family law area, with an emphasis on complex financial and community partition matters, and litigation in those areas. Judge Fitzgerald’s judicial career began when he was elected District Judge of the Fifteenth Judicial District Court, Division M, in November 2014. He served as a district court judge for six years, from January 1, 2015 through December 31, 2020. In July 2020, he was elected without opposition to the Louisiana Third Circuit Court of Appeal. His service as an appellate judge began on January 1, 2021. Judge Fitzgerald is a member of numerous professional associations, foundations, and organizations. And while in private practice and since taking the bench, he has been a frequent presenter at regional, state, and local continuing legal education seminars. He has presented on various legal topics, including ethics, professionalism, business valuations, and evidence. He is an annual participant in the Judges in Classrooms and Judicial Ride-Along programs. He has hosted numerous educational presentations for students throughout Acadiana, and he regularly participates in the LBA Young Lawyer’s Mock Trial competition for high school students.

Frank P. Tranchina, Jr., is a partner in the law firm ofTranchina Law, L.L.C. He received his law degree from Loyola University School of Law in 1979. He is Board Certified in Family Law by the Louisiana Board of Legal Specialization and is also licensed in the State of California. He is a fell ow of the American Academy of Matrimonial Lawyers. He is a past chairman of the Family Law sections of the Louisiana State and Jefferson Bar Associations as well as co-chair of the board certification committee for family law practitioners when first introduced to Louisiana. In addition, Mr. Tranchina has been a frequent lecturer at seminars and conferences throughout Louisiana. Mr. Tranchina was appointed by the Louisiana Supreme Court to the Family Court Rules Committee selected to recommend uniform rules for Family and Domestic Relations Court across the State of Louisiana. He frequently acts as Special Master on complex community property cases and has been appointed by family court judges as an expert witness. In 2014, he was qualified in the Los Angeles Superior Court as an expert on Louisiana law and testified regarding the validity of a transsexual marriage that took place in Louisiana. In 2016, he was also qualified in the Circuit Court of Prince William County, State of Virginia, as an expert in Louisiana Community Property.

Mr. Tranchina served as a member of the Marriage - Persons Committee for the Louisiana State Law Institute. Most recently, he has been inducted into the International Academy of Family Lawyers. He has also been named "2019 and 2024 Lawyer of the Year in Family Law" by Best Lawyers in America.

Lila Tritico Hogan is a partner in the law firm of Hogan Attorneys in Hammond where her practice is concentrated in the area of family law and mediations. She graduated from LSU undergraduate in history in 1972, and the LSU Law Center in 1975. She clerked for Louisiana Supreme Court Justice Albert Tate, Jr.

She is a past-chair of the Louisiana Attorney Disciplinary Board, having served on the Board for nine years. For her service to the public and profession, Lila has received the President’s Award by the Louisiana State Bar Association and the Outstanding Young Lawyer Award by the LSBA’s Young Lawyer Section. She has been named as a Super Lawyer for 2019.

Kenny Haines is a proud 1989 graduate of the Paul M. Hebert Law Center at LSU. He has been practicing law with the same Shreveport firm, Weems, Schimpf, Haines, & Moore, for over 32 years handling all aspects of family, business and injury litigation in his career. He has worked as an Assistant District Attorney for the 2nd and 42nd JDCs, where he handled all post conviction matters and appeals for those DA offices. He worked on Child in Need of Care cases and handled juvenile and child support matters for the DeSoto District Attorney’s office. Kenny clerked for the late Pike Hall, Jr. at both the Second Circuit Court of Appeal and Louisiana Supreme Court. He has been lead counsel in well over one hundred appeals in his career. Becky is from Lake Charles, Louisiana. She graduated Cum Laude from Texas A&M University. After graduation, she was a White House intern in the Office of Presidential Advance. Afterwards, she worked as the SWLA Regional Representative for U.S. Senator David Vitter. She graduated from Louisiana State University’s Paul M. Hebert Law Center (“LSU Law”), where in addition to her studies, she worked as a lobbying intern at the Louisiana Legislature and as a student attorney for victims of domestic violence. Since the beginning of her legal practice, she has consistently practiced family law. Becky is a member of the Louisiana State Law Institute’s Marriage-Persons Committee and is appointed to the Fourteenth Judicial District Court’s Local Rules Committee. She has served as President of the SWLA Bar Association, currently serves as Vice President of the SWLA Bar Association’s Family Law Section, Treasurer of the SWLA Bar Foundation, and is a member of the House of Delegates for the Louisiana State Bar Association.
